"Software packages volume detected" alert won't go under any other window

Bug Description
Ubuntu 7.10, all updates installed
1. Insert a CD containing software packages. (I used an Ubuntu Hardy alpha CD.)
2. When the "Software packages volume detected" alert appears, try to bring any other window in front of it.
What should happen: Since the alert has no parent window, it can be layered just like any other window.
What actually happens: The alert floats on top of all other windows.
