This bug was fixed in the package qgis - 0.8.1-2ubuntu1

---------------
qgis (0.8.1-2ubuntu1) hardy; urgency=low

  * debian/control:
    - Add Conflicts/Replaces fields on libqgis1-dev (<< 0.8.1) for binary
      package libqgis1 to perform a clean upgrade from Gutsy (LP: #186511).
    - Update Maintainer field as per spec.
