test_network_api tests hang on Focal builds

Bug Description

The functional tests that live in designate/tests/test_network_api/test_neutron.py are hanging in Ubuntu builds as of b2 for Ussuri. This is proving difficult to debug as cancelling the hung pbuilder chroot in an attempt to drop into the chroot on failure causes the build to completely cancel and close the chroot.

There was recently a whole new batch of dependency updates for Ussuri so let's revisit when those are packaged.
