libnxml needs a versioned build-dependency on cdbs

Bug Description

Building the Hardy libnxml (version 0.18.1) on an up-to-date Gutsy system fails with
> debian/rules:7: /usr/share/cdbs/1/rules/clean-la.mk: No such file or directory
> make: *** Keine Regel, um »/usr/share/cdbs/1/rules/clean-la.mk« zu erstellen. Schluss.
After building and installing the cdbs from Hardy (version 0.4.50ubuntu2), the build process works fine.

So libnxml needs a versioned build-dep on the cdbs version which introduced /usr/share/cdbs/1/rules/clean-la.mk

  * Merge from Debian unstable. (LP: #195532) Remaining Ubuntu changes:
    - debian/rules: Include clean-la.mk from cdbs to fix the .la file.
    - debian/control: Modify Maintainer value to match
      DebianMaintainerField spec.
  * Add versioning to cdbs in debian/control to fix
    FTBFS when backporting. (LP: #186130)
