[2.5,2.6] Deploying an 'allocated' machine with install_kvm=True fails to create a bridge

Bug Description

When deploying a machine with install_kvm=True, it fails to create a bridge if the machine has been previously allocated. For example, if I were to do the following:

maas admin machines allocate system_id=m3edyy
maas admin machine deploy m3edyy install_kvm=True

The machine would fail to create the required bridge.

However, if I simply deploy a 'Ready' machine, the bridge is created.
