devscripts shouls suggest/recommend debhelper

Bug Description

Binary package hint: devscripts

The devscripts package should have a Suggests or Recommends on debhelper as many/most debian package use the dh_* scripts in debian/rules

Surely this makes no sense? Packages that use debhelper build-depend on it, and you *must* install a package's build-dependencies in order to build it.

I propose to drop this change in Intrepid; it's an unnecessary delta against Debian. Speak out in this bug report if you have a good reason why it should not be dropped.
