The default overview window doesn't show all panels

Bug Description

Test case:
Open Settings
Notice that the last displayed panel on left side is Devices
There is however one more available, Details

What should happen:
All available panels should be visible

The default window size appears to be Height: 755 while it would need another 28 px or so to display all properly.
Pretty much the area occupied by the deco..

Confirmed, that's because we add a panel compared to upstream so we should probably adapt the height for it

    - increase the default height to accomodate for our extra panel
      (lp: #1722079)

  * debian/patches/ubuntu-white-lists.patch:
    - respect GTK_THEME override when applying additional style
    - fix item list selection label being white on white (LP: #1720300)
    - reintroduce alternate white/grey in list for better visibility.
      The previous fix making the whole list all white instead of grey,
      despite following more Adwaita, doesn't follow other list of our
      theme. Ensure we only impact even rows (LP: #1722749)
