[UI] Tooltips missing from the machines listing page

Bug Description
While working on the machines listing page I noticed we're setting a few tooltips but they do not display.
Missing tooltips:
* Select all checkbox
* Select node checkbox
* Node power state
* Node status (tooltip only appears during testing or failed testing)
* Node health status icon (icon and tooltip only appear when a commissioning or testing script has failed)

Per feedback from Design, the following tooltips are desired on the nodes listing page:
* Select all checkbox
* Node status (tooltip on icon next to the status, if shown)
* Disk checks status (tooltip on icon next to the status, if shown)
