Bug Description

Snapd needs to build a static snap-seccomp, for this it will need a static version of libseccomp in trusty.

[Impact]
* An additional libseccomp.a file is available in the libseccomp-dev package

[Test Case]
* run apt install libseccomp-dev
* ls /usr/lib/*/libseccomp.a should show one matching file

[Regression Potential]
* Very little, there is just a extra file now

Accepted libseccomp into trusty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/libseccomp/2.1.1-1ubuntu1~trusty4 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-trusty to verification-done-trusty. I verified that 2.1.1-1ubuntu1~trusty4 contains the new /usr/lib/x86_64-linux-gnu/libseccomp.a
