Bug Description

[Impact]
Don't unbind brcmfmac_sdio; the driver does not support unbinding (the interface would be gone otherwise).

[Test case]
1) Run on a system with brcmfmac driver
2) Verify that 'netplan apply' works for the selected configuration and the interface is not removed.

[Regression potential]
Failure to properly configure brmcfmac or if the interface gets removed after 'netplan apply' would be a regression.

Verification done for xenial, yakkety, and zesty:

I have verified that the unbind workaround is in place in netplan. I can do no further testing, on account of not having that particular hardware.

Since there's also another verification by Gerald, I think this is good to release.
