Bug Description

MAAS allows users to upload custom images using any name. However MAAS only allows deployments for images starting with the name of a known operating system driver. For example a user can upload both ubuntu/custom-xenial and debian/sid but only ubuntu/custom-xenial will be allowed to be deployed.

Before allowing a file to be uploaded the form should validate the name starts with an operating system driver name so it can be deployed.
