gnome-shell should depend on gir1.2-geoclue-2.0 . Without gir1.2-geoclue-2.0 it won't start.

This new dependency is from
https://git.gnome.org/browse/gnome-shell/commit/?id=da831e894

gnome-maps and gnome-weather depend on gir1.2-geoclue-2.0 so someone who has ubuntu-gnome-desktop installed would have been fine, but not someone who just installed gnome-shell separately.
