Bug Description

nagios3 (3.5.1.dfsg-2.1ubuntu1) xenial; urgency=medium

  * Merge with Debian unstable (LP: #1556265). Remaining changes:
    - Add autopkgtest.
    - d/conf.d/*.cfg: Changed the debian references to Ubuntu.
  * Drop:
    - debian/control: change Build-Depends to libgd-dev.
      + Merged in Debian 3.5.1.dfsg-2.1.
  * d/control: Move to PHP7.0 dependencies.

I do not believe a FFe is necessary, as the only changes in the delta are:
  - Dropping of a change to the build-depends, which has been merged into Debian.
  - Updating the PHP dependencies, as php7.0 (php) is in main now (rather than php5).
