Bug Description

Precise (12.04 LTS) is missing the leap-seconds.list file.

Communication with systems that aren't readily connected to the internet (like space systems) often requires using a non-leaping time base such as TAI.

While it's possible to convert an entire ubuntu system to TAI, this is a heavy hammer when the only need is to figure out current leap-second offset.

It's possible to parse this info out of the `right/UTC` timezone info file, but that's a convoluted way to get at the data.

It's also possible to request this info from the Internet Engineering Task Force (IETF) website, but that isn't always feasible with limited connectivity.
