Please find attached the locale definition for <locale> to be
considered for inclusion in ubuntu.

Thanks for the locale definition file; it seems to compile fine.
Since there is a two-letter language code for Lingala available, I'd suggest that the locale is named ln_CD instead of lin_CD. Also, it should be UTF-8 encoded.
$ diff lin_CD ln_CD
6c6
< % Language:lin
---
> % Language:ln
15c15
< % Charset: ISO-8859-1
---
> % Charset: UTF-8
I wrote a patch for including the file. I also attached the file to a previously filed upstream bug.
Since this adds a new locale, and the FeatureFreeze date for Ubuntu 15.10 has passed, this may not be added to Ubuntu until after the 15.10 release.
