Bug Description
Binary package hint: gnupg
Use
gpg --edit-key anyLocalKeyYouH
and write
1
when asked on the trust level
It keeps me asking again and again for a value.
This is ubuntu specific because on debian using the same gpg version it works.

This is caused by debian/ patches/ 70_trust_ error.dpatch which was incorrectly added to the latest ubuntu version. That was meant to close LP: #39459, which was however already fixed in the current ubuntu version so now that patch instead cause this bug.
I have verifyed that removing 70_trust_ error.dpatch closes this bug, and does not cause LP: #39459 to re-appear.
