Bug Description

Reproduce:
I can recreate it creating hotspots in Ubuntu System Settings (unreleased code), but in theory it should be reproducable using [1].
1. Start hotspot
2. Disable hotspot
3. Goto 1

What happens:
Some times wpa_supplicant consumes 100% of the CPU, effectively freezing device (will not wake, can't reboot from hard buttons)

What should happen:
wpa_supplicant should not use 100% of cpu, neither should it be allowed to lock the device

As we're about to release hotspot for OTA6, I've changed the status of this bug to Incomplete and assigned back to you Jonas.

If there is a reproducible test case using the UI ( not the script which was just a prototype ), then please update the bug and feel free to assign back to me.
