Bug Description

build 140 rtm on krillin

In certain instances, when attempting to save or export from apps, the peer picker is first displayed very briefly saying "No apps available" before updating to show the correct list of apps. It should not show this message when there are apps to be displayed.
This doesn't always occur, but have certainly seen it happen depending on which app I'm using.

Steps to reproduce:
- Open gmail
- create a new message
- press the attach button

Expected results:
- peer picker with list of available apps

Actual results:
- peer picker first displaying "No apps" message then changing to list of available apps
