[gallery/camera] show placeholder message when no photos in photo roll

Bug Description
if the photo roll is empty, as the result of not having taken pictures or deleting all pictures, we currently just show a blank black screen.
Instead we should show a message or some other indication that once you take pictures with the camera they will show up here.
