Section headings don't line up with the rest of the screen

Bug Description

Ubuntu 14.10 r22

1. Navigate to the System Settings main screen.
2. Look at the section headings: "Network", "Personal", and "System".

What you see: They are closer to the edge than the rest of the screen contents.

What you should see: They are lined up exactly with the other elements that start on the same side.

It may save time to fix bug 1365566 at the same time as this bug.

In fact that's the same issue bug the other bug got closed. What do you recommend here, using standard items rather than the header ones (headers are more on the left in the toolkit for some reason)?

I'm unsure if that's a bug in the toolkit (the fact that header elements are not aligned) or a bugs in settings for using header (if that's the wrong widget to use here, do we have any guideline of when headers are supposed to be used?)
