Bug Description

In recent images the maliit-server is no longer restarted after completing the welcome wizard. This is necessary because Mir/Unity is restarted, leaving the old maliit-server process attempting to communicate with a no longer running process, which results in the keyboard not displaying until the phone is restarted.
