Bluetooth long device list goes offscreen and cannot be scrolled up

Bug Description

See the attached pic, my phone has seen lots of devices, the one I paired with goes offscreen at the bottom and cannot be scrolled up fully into view

The entire panel needs to be in a flickable.

It may save time to fix bug 1355144 at the same time as this bug.
