Bug Description
I'm using Ubuntu 14.10 dev with man-db 2.6.7.1-1 and after clearing /var/cache I'm seeing very often errors from man-db if the triggers are processed on upgrading packages. Here is an example output how it looks:
Processing triggers for man-db (2.6.7.1-1) ...
/usr/bin/mandb: can't create index cache /var/cache/

- Fix test suite in the case where the system supports high-precision
timestamps but the file system containing the build directory does
not.
* Ensure that /var/cache/man exists when triggered (LP: #1351795).
