'Pause' button on Updates page gets out of sync with actual download status

Bug Description
Prerequisites: A system update must be available to download and install.
Steps to reproduce:
1. Open the Updates panel.
2. When the download starts, click on Pause after a few seconds. Ensure that it changes to 'Resume'
3. Go back using the 'Back' button
4. Open the Updates panel again.
5. Check the text of the button.
Expected result:
The button says resume and the download is not running
Actual results:
The button says Pause, but the download does not appear to be running.

Probably this should be fixed at the same time as bug 1316933. There is no case where there should be a "Resume" button; the word doesn't appear in the spec.
