libinotify: missing header files

Bug Description

Binary package hint: libinotifytools0-dev

inotifytools0-dev is now in gutsy but I can not link a program against it.
This may be due to the missing header files:

inotifytools/inotifytools.h
inotifytools/inotify.h

Reproduce with a C program with:
#include <inotifytools/inotifytools.h>
#include <inotifytools/inotify.h>

Compie with -linotifytools

    DebianMaintainerField spec.

    CVE-2007-5037 (Fixes: #443913 for testing and unstable)
