Update downloading incorrectly presented as "Installing"

Bug Description

1. Set updates to download automatically, if they aren't already.
2. Navigate to System Settings > "Updates" while it is downloading a system update.

What you see: A progress bar and the word "Installing".

What you should see: No progress bar and no word "Installing".

So you are saying that downloads which were started automatically shouldn't have a progress bar? That seems a bit odd to me - what's the reason for that?

What about if you start a download, leave the screen and return to it later on before the download has finished completing?

The reason an automatic download shouldn't have status text and a progress bar is precisely that it is automatic -- it is not something that you asked for or are waiting for.

Whether you go away from the screen and come back to it should make no difference. If the download is manual it should have status text and a progress bar; if it is automatic it shouldn't.

It's possible that you would happen to visit the Updates screen while an app update is downloading automatically, and tap "Update" before the automatic download has finished. In that case it starts being something you are waiting for -- it falls under the "or (for a non-system update) installing" category in the spec. So in that case it should gain status text and a progress bar that is already partly-filled.

One symptom to chase is related where the progress bar is stuck on 0 the the install dialog pops up

Ensure background downloading is working as designed
