Bug Description
The 14.04 frameworks need to be locked down as of trusty release, the current image still uses -dev.

The original intention was to deprecate the "-dev" on release, but this needs to be carefully coordinated for apps using these.
SRU justification:
Impact: this prevents trusty developers to see and use final 14.04 framework names instead of the -dev1 names; this is fixed by adding the new names
Test case: frameworks are just text files under /usr/share/
Regression potential: this is pulled on development systems but doesn't affect any runtime; touch images are on utopic, so these wont break either; the worst thing that could happen is breaking click package builds for trusty users
