keystone packages for 14.04 don't set a log_dir

Bug Description

the log_dir variable in /etc/keystone/keystone.conf configures where logs should be written to.

On ubuntu, this should be /var/log/keystone

Currently, packages on 14.04 (keystone 2014.1~rc2-0ubuntu1) do not set this variable, meaning logging will not work out of the box.

Thanks for reporting this bug; we'll target to get this resolved post release of 14.04 as we are now in Final Freeze.
