Kubuntu Netbook OEM install does not create a 'prepare for shipping' icon

Bug Description

When doing an OEM install for Kubuntu Netbook the Prepare for Shipping icon is not displayed

Fix uploaded, please verify:
- live session starts with:: ubiquity > firefox > kmail > systemsettings > dolphin
- oem sessions starts with: oem-config
- final user session starts with: firefox > kmail > systemsettings > dolphin

  * Refactor org.kde.plasma-netbook.defaultSal
    + new function writeFavorties to write the favorites config from an array
    + use new applicationExists and applicationPath API to more dynamically
      look up available apps and their desktop paths
    + dynamically create the favorites array based on exactly what the previous
      patch in workspace did:
      - if oem-config is present, create only an entry for the oem config
      - if ubiquity is present, make sure the first favorite is that; then
        append the default lineup of favorties
