Installing Nagios3 and Apache2 in Saucy does not enable the cgi mod, which is required

Bug Description
I installed nagios3 in saucy, and as such it installed Apache2 along side it. When I tried viewing the status of a service in the web interface, it tried to download the .cgi files.
Upon inspection, this is because the apache2 mod cgi had not been enabled by the installer.

This is a regression compared to raring, where the cgi module is enabled.
However, nagios3 does not enable this module so this might be a change in default behaviour in apache2.4
