Rename IsUpdateAvailable() and make it non-blocking

Bug Description

As discussed in LP: #1204528, IUA() gets renamed to CheckForUpdate() and does not block or return any value.

UpdatePending() needs to change to UpdateAvailableStatus() and include a boolean. It must be sent when CFU() completes and there either is or isn't an update available.
