30 and 250 cycle tests should depend on single cycle S3/S4 tests

Bug Description
We may not want to do this with the 250 cycle tests that QA uses but for the 30 cycle tests for S3 and S4, we should change them to depend on the single cycle tests.
Thus, suspend_30_cycles will only run if suspend_advanced passes and hibernate_30_cycles will only run if hibernate_advanced passes.
The reason we'd want to do this is that if the system can't pass at least a single cycle of S3 and S4, there's no point in running the 30 cycle tests, and in fact, doing so could be a pain point as the tester will have to catch the failure and restart the system and checkbox and skip the failing 30 cycle test manually, consuming test time and holding up the rest of the test run.
^^ I just had to do this on a system that fails both S3 and S4, and forced me to manually reboot and skip each 30 cycle test once I finished the manual tests.
