[FFE] update geary to 0.3 pre version

Bug Description

Yorba is following the Ubuntu schedule for their software and just rolled a geary 0.3 pre-version before our feature freeze, we missed the upload target due to vUDS though

The software is in universe, pretty young (the first version was landed for quantal), and the update include some nice features like multiple account support.

Yorba has a good history of delivering solid/tested software (they maintain shotwell) so this update shouldn't be an issue.

Sure. Unseeded universe so low risk. This project has a lot of interest - I think it would be good for us to have the newest release in.
