Accept&Commission fails because /etc/maas/commissioning-user-data is missing in maas-region-celery standalone

Bug Description

When maas-region-celery is installed standalone (maas-cluster-controller in another machine), Accept & Commission fails because /etc/maas/commissioning-user-data is not present in the maas-region-controller (it is present in maas-cluster-controller).

commissioning-user-data should be installed with maas-region-controller.
