After SST is received "/etc/init.d/mysql stop" doesn't work anymore

Bug Description

After a SST is received the script "/etc/init.d/mysql stop" doesn't work anymore because it relies on the user debian-sys-maint defined in /etc/mysql/debian.cnf but that user/password is rewritten in MySQL with the donor information.

# mysqladmin --defaults-file=/etc/mysql/debian.cnf shutdown
mysqladmin: connect to server at 'localhost' failed

This happens because for every installation debian script chooses
a random password which won't work after SST.

Only way to fix this is to run post-install script (makes sense,
this is more of a installation) with configure after SST is
complete.
