groff: new version available with bug fixes

Bug Description

# lsb_release -rd
Description: Ubuntu 12.10
Release: 12.10

My system kubuntu-12.10 uses groff-1.21.

groff:
  Installed: 1.21-9
  Candidate: 1.21-9
  Version table:
 *** 1.21-9 0
        500 http://de.archive.ubuntu.com/ubuntu/ quantal/main i386 Packages
        100 /var/lib/dpkg/status

But this is buggy. For example, groffer does not start with this version. The source packages are:

groff_1.21.orig.tar.gz
groff_1.21-9.debian.tar.gz
groff_1.21-9.dsc

In groff_1.21-9.dsc it is said that

Binary: groff-base, groff
Architecture: any
Version: 1.21-9
Maintainer: Colin Watson <email address hidden>
Homepage: http://groff.ffii.org/
Standards-Version: 3.9.1

This homepage is not right. This website is only for the groff development. The main website is
http://www.gnu.org/software/groff/
with the download site
ftp://ftp.gnu.org/gnu/groff/

This ftp-site contains the actual version groff-1.22.1.tar.gz
At groff-1.22.1, groffer runs without problems.

Please use groff-1.22.1.

groff (1.22.1-1) unstable; urgency=low

  * New upstream release (LP: #1095075).
  * Use xz compression for binary packages.
  * Use 'dh $@ --options' rather than 'dh --options $@', for
    forward-compatibility with debhelper v8.
  * Use dh-autoreconf.
  * Change Homepage from http://groff.ffii.org/ to
    https://www.gnu.org/software/groff/. Suggested by Bernd Warken.
  * Don't compress *.mom examples. They're not all that large, and this
    allows dropping a manual page patch against upstream.
  * Recommend perl for gropdf.
