quilt packaging should Recommends "less"

For the record, I fixed this in the debian package, so that it get fixed at the next resync.

This bug was fixed in the package quilt - 0.60-3

    This should help clumsy tools that get fooled when the control
    file begins with an empty paragraph, even if they should not break.
