pget doesn't respect the value of PBUILDER_SRCDIR_FORMAT

Bug Description

When pget fetches a source package it checks the value of PBUILDER_SRCDIR_FORMAT, which can be either "flat" or "pkg".

If "flat", then source packages are downloaded and unpacked to ~/Projects/<project>/

If "pkg", then they are downloaded and unpacked to ~/Projects/<project>/<package> (which keeps debs and build artifacts contained).

Currently the script checks the value but in all cases performs the "flat" behavior.
