Bug Description
the pbinary package depends on netstat, which does not exist. This should depend on net-tools instead.
[Impact]
The package currently lists as a dependency a binary that doesn't exists. This is netstat. However, this should depend on net-tools. This causes the package to be uninstallable.
[Test Case]
1. install openstack-
2. It will fail to install due to netstat dependency, which doesn't exists.
3. With the fix, it will install correctly.
[Regression Potental]
None, this actually depends on the package which is required.
