Bug Description
the encoding of the xml content and the xml note as a whole is now done at several places.
This should be moved to one single class doing this.
Als othe replacement of & > <,... is done on several places right now - this is bad!
cleanup needed!

also XmlUtils.java and StringConverter
may be related to bug #1051932 - & gets replaced with &amp; on clicking save button.
it seems, that the ampersand is replaced too often by different methods :-)
