Run tab should provide a helpful message to click on "Start testing" instead of showing an empty page

Bug Description
Currently the 'Run' tab of the UI is always clickable, meaning that the user can go to it even if they have not clicked 'Start Testing' on the selection dialog. The screen will then be blank which is confusing. The Run tab should be disable until the user selects the tests and clicks on 'Start Testing' and the selection screen itself should feature text explaining that the button must be clicked on.

Fixed this by disabling the Run tab until the Start Testing button is clicked
