plainbox:secure:plugins: don't mark plugincollection as loaded unless it is

This problem defers marking plugincollection as loaded until it really is. This
way, if the loading failed, the object won't be reported as loaded.
As a bonus, it will also make problem being reported every time someone tries
to load that problematic provider.
