CMakeLists: define LIBQTELEGRAM_DIR to fix builds as external lib

If libqtelegram is pulled into another project's tree as an external
dependency, such as the telegram-app, the library build can break if the app
assumes its CMakeLists.txt is the top-level.

So define a path in the library CMakeLists.txt for other library components
to use.
