test Telegram::Telegram() constructor for bad paths

Make Telegram constructor throw an exception if we have failure in
loadSettings.

Corresponding test passes if exception is throw.

If exception is *not* thrown, then the test is forced to fail, because
we really should not have ability to write to /root during build time.
