The same error occurs in the following cases.

I have defined in the local_settings.py
If the role of OPENSTACK_KEYSTONE_DEFAULT_ROLE does not exist.

How about you try to reconfirm the OPENSTACK_KEYSTONE_DEFAULT_ROLE.
