Add new top-level script: snappy-device-agents

This script has a single sub-command (bbb) with two sub-commands, one
for provisioning and another one for testing. It is the same as
bbb-provision and bbb-runtest but has the advantage of being
pex-deployable and can grow to accommodate other devices later.

Move beagle commands into the bbb package

This patch moves all of the code into bbb/__init__.py. This way all of
the code is importable and executable from anywhere. This finally allows
us to create a pex executable out of the whole BBB tool.
