Remove all the -tests builds

After discussing this with Zach we've decided to remove all of the -tests
builds from the front page and instead link to 'eng' builds.

Remove '-tests' related javascript bits

Remove the dynamic parts of the table, the checkbox and functions that govern
its use.

Remove the 'legend' box

The legend box was increasingly confusing and did not properly represent
particular builds. The terminology behind 'stable' and 'tracking' has also
diffused over time. I think it is better not to explain things.

Iteration on the front page UI

I've removed (hidden) the 'help box' as it didn't really represent what each
particular configuration is (historically it did but now it's more confusing
that helpful).

I've also iterated on the main download table to better suit 'tests' variant
(that would otherwise double the size of everything).

Update 'tip builds' table with JB content

This patch is somewhat more intrusive at it changes the table layout and style
to accomodate for the new Jelly Bean builds. For clariy I've also applied some
additional CSS to improve the display of the data.
