plainbox:ctrl: add support for 'preserve-locale' flag

This patch adds a way to preserve the currently configured locale,
as defined by the environment variables LANG, LANGUAGE and LC_*,
by setting the 'preserve-locale' flag on the corresponding job definition.

plainbox:unit:job: add JobDefinition.get_flag_set()

This patch adds a high-level API to access a set of flags associated
with a job definition. It mirrors the similar get_environ_settings()
method.

plainbox:unit:job: add JobDefinition.flags

This property exposes the direct value of the 'flags' entry.
Flags are a generic way to add additional information to job definitions.

Currently only one flag is planned to be recognized but I didn't feel
like creating a dedicated field just for that flag (dedicated to that
single flag as opposed to a generic flags field).
