plainbox:ctrl: disable plainbox-trusted-launcher-1 over ssh

This patch detects SSH_CONNECTION and marks the
plainbox-trusted-launcher-1 execution controller as unsuitable. This
effectively forces all jobs that need to run as root to use sudo.
