This is a large and unreviewable delta, because of some oddity in how the
-release branch was handled. The added translation doesn't help.

What we want is to use lp:~checkbox-dev/checkbox/checkbox-packaging at revision
40 as the base of the next checkbox-packaging-release branch.

Due to some quirky history this was pretty much hard to do (not sure why, not
worth investigating this now) so a bzr merge was performed with automatic
resolution that prefers the non-release packaging branch. On top of that the
unified changelog was applied so that all three packaging directories have the
same or similar contents (obviously this branch will have a different version
number).

From now on this branch should _always_ be a direct ancestor of the
checkbox-packaging branch (that is, checkbox-packaging should always have at
least one more revision) without any local patches. This should simplify
maintenance going forward.
